Data Management Lead

Data Management Lead position, within the Office of Data and Analytics (ODA), extracts, cleans, merges, and manages data from a variety of databases and other data sources. Resource supervises the work of other data analysts, designs data quality checks, leads production of interim and final datasets, and supports program areas with implementation of data management systems. The incumbent also supports activities related to data transformation, as needed. This role serves a subject matter expert for public health data management, especially related to the use of assigned systems. Data Management Lead is expected to quickly attain working knowledge of other agency data sources, as needed, to support data quality and process improvement projects. The incumbent is also responsible for reviewing and editing data products produced by other team members.

Essential Duties/Responsibilities

  • Supervise day-to-day tasks and activities for one or more contractors.
  • Assume overall responsibility for the successful execution of assigned data management projects.
  • Extract, clean, merge, and manage data from a variety of databases and other data sources around the agency
  • Provide advanced data management for complex systems and projects; assign general data management projects to direct reports; ensure the alignment and quality of data produced with intended use
  • Provide technical assistance to program areas for the creation of reports and grant deliverables.
  • Lead efforts to create and maintain robust documentation for all data sources, in partnership with the Data Governance and Data Engineering teams.
  • Lead efforts to manage data efficiently and accurately to support the development of "self-serve" data solutions such as Tableau dashboards.
  • Design data quality checks to ensure the validity and cleanliness of agency datasets prior to their use in analysis and reporting
  • Assist IDOH program areas and other ODA analysts with verifying data quality and calculated results prior to publication
  • Enable novel ways of using and reporting out surveillance data on health outcomes through implementation of robust data management systems.
  • Assist Director with optimizing workflows and moving to self-service data from static reports.
  • Assist Director with creation and maintenance of systems to manage ODA's financial data.
  • Assist Director with identifying new opportunities for data management improvement throughout agency and mobilizing resources to implement change.
  • Adhere to HIPAA and other state statutes concerned with protecting data confidentiality and individual privacy
  • Support Data Transformation Office, as requested.

Job Requirements

  • A bachelor’s degree from an accredited university in biostatistics, mathematics, epidemiology, analytics, programming, or related field.
  • 2+ years of directly applicable experience in data analytics.
  • Demonstrated experience in leadership and/or mentorship in a professional or academic setting.
  • Experience with data manipulation, including cleansing, standardizing, and transforming.
  • Specific and extensive knowledge of statistical software, open-source programming languages, and database querying.
  • Proficiency with at least two of the following is required: SAS, SQL, Tableau, R, Python, ArcGIS.
  • Demonstrated ability to quickly adapt and use novel tools and languages, as needed.
  • Experience in leading workshops or training sessions with a user community a plus
  • Exceptional analytical, conceptual, and problem-solving abilities
  • Exceptional communication skills, both oral and written.
  • Demonstrated experience with using data visualization tools to create compelling visualizations.
  • Broad knowledge of data analysis, analytics, or statistics.
  • Ability to work in a team environment with multiple and fluid demands.
  • Ability to maintain effective and professional working relationships with internal and external customers.

Supervisory Responsibilities/Direct Reports: This position provides supervision to one or more direct reports. This position is regularly required to serve as a project/initiative lead and to delegate tasks to one or more coworkers or direct reports.
